Oxford City Council is required under the Housing Act 2004 to maintain a register of current HMO licences, temporary exemptions from HMO licensing and interim management orders. This must include certain information, as listed in The Licensing and Management of Houses in Multiple Occupation and Other Houses (Miscellaneous Provisions) (England) Regulations 2006.
The Regulations only permit publication of licences that are in force and so prohibit publication of pending or expired licences. Under Freedom of Information, pending or expired licences are classed as confidential information and so cannot be provided even if a Freedom of Information Request is made.

Please report unlicensed HMOs if you believe a property is an HMO but is not listed in the Short version of the register or the Public Access System.
Oxford City Council also publishes the required information via the Public Access System. This allows you to find all the details required for each HMO.
The data in the register and the public access system is real-time data. However, licences are not published until they are issued and are removed once expired.
Oxford City Council does not condone the use of direct marketing undertake by third parties accessing this information. By doing so, third parties could find themselves in breach of data protection legislation by not gaining consent from the individuals concerned.
