Illegal subletting is when a council tenant rents out all or part of their home without permission or no longer lives there as their main home. See Lodgers and subletting your council home for the rules about subletting.

Reporting suspected illegal subletting helps us make sure council homes are used by the people who need them most.

Use our online form to report suspected illegal subletting. You do not need to know all the details to make a report. However, the more information you can provide, the easier it will be for us to investigate.

If you are worried about giving your name and contact details, you can submit your report anonymously. We will treat the information you provide in confidence. Any details you choose to provide will only be used to help us investigate the report.

You can provide:

  • the date you first noticed the change in occupancy
  • the type of property
  • the address or postcode
  • photos of the property or people involved (if available)
  • any additional information, such as the names of people living at the property or the number of people living there
  • your name and contact details (optional)
