The Duty to Cooperate is a requirement of the Localism Act 2011 and the National Planning Policy Framework.
It requires Local Planning Authorities and other prescribed bodies to engage, with a view to maximising the effectiveness of the preparation of development plan documents and other activities so far as they relate to strategic matters.
The Duty to Cooperate Scoping Statement has been produced to seek to identify the matters and topics relevant to the Oxford Local Plan 2045 that are identified as strategic matters that cross administrative boundaries, and which therefore fall under the Duty to Cooperate.
It also identifies those bodies with which cooperation is necessary. The views of the relevant bodies were sought in March 2025 to check matters and engagement methods identified.
This version of the document has been updated following consultation on the first draft scoping statement and consultation on the Oxford Local Plan 2042 at Regulation 18 stage.
It is also updated to reflect the proposed change in plan period from 2022-2042 to 2025-2045.
