Oxford City Council has reached an important milestone in its plans to deliver 16 new council homes at Maltfield House, with a full planning application now submitted.

The proposals will see the derelict former children’s home in Northway replaced with a new, fully affordable housing development, providing much-needed homes for local people. 

The planning application marks the latest step in the Council’s plans to bring the site back into productive use. The Council appointed Kidlington-based construction company Kingerlee Partnerships in November 2025 with a design and build contract to progress the redevelopment.  

The new homes will be designed to be energy efficient, accessible and well integrated into the surrounding neighbourhood. The scheme will use an all-electric approach and low-carbon technologies, supporting the Council’s commitment to delivering high-quality, sustainable council homes. 

Subject to planning permission, construction is expected to progress towards completion in 2028. 

The Maltfield House redevelopment forms part of Oxford City Council’s wider Affordable Housing Supply Programme, which aims to deliver 2,000 new homes over the next decade, with more than half being council homes. 

The Council is directly delivering the Maltfield House scheme through its Housing Revenue Account. The homes will help meet demand from people on the council’s housing register and contribute to reducing pressure on temporary accommodation.
