45 new cycle racks are being installed by ODS on behalf of Oxford City Council across the city.

The racks will provide 88 additional parking spaces for cyclists at key locations including residential, recreational and shopping destinations. 

Funded by Oxford City Council through the Community Infrastructure Levy (CIL), the new racks are the result of community requests for cycle parking in various locations in the city. Delivered with the support of Oxfordshire County Council, they also form part of a wider commitment by the Council to encourage cycling and make active travel easier and more convenient for residents and visitors. 

The first set of installations, comprising 22 racks, have been installed in nine locations on six streets. ODS began installing these in early December 2025, creating 42 new cycle parking spaces at the following locations:  

  • Boundary Brook Road 
  • Turner Close 
  • Courtland Road 
  • Cowley Road 
  • Meadow Lane Recreation Ground 
  • Elsfield Road 

These racks are ready to use. 

A further phase of the project includes 23 new on-carriageway cycle racks at eight locations across seven streets, providing 46 cycle parking spaces in the city centre and residential areas. The proposals were approved by Oxfordshire County Council’s Cabinet Member for Transport Decisions (CMD) on 11 December for the following locations: 

  • Magdalen Road 
  • Boulter Street 
  • Leckford Place 
  • Market Street 
  • Observatory Street 
  • St Andrews Road 
  • Wilberforce Street 

Installation of the on-carriageway racks is expected to begin early in 2026. 

Supporting active travel

These new facilities will make it easier for residents, visitors and families to choose cycling for everyday journeys and leisure trips, while recognising that cycling is not suitable for everyone. This £25k investment supports the Council’s priorities around cleaner air, reduced congestion and healthier communities. 

Oxford has the second highest rate of residents cycling at least once a week in the country (39% of residents), and the second highest proportion cycling to work (25%), highlighting the city’s strong cycling culture. 

Oxford City Council wants to encourage more cycling and walking journeys across the city to help people get the recommended level of daily exercise and to reduce congestion on the roads. The project also reflects ODS’s ongoing role in supporting Oxford City Council’s ambitions for active travel, cleaner air and well-designed public spaces. 

In addition to improving health and wellbeing, cycling can be a quicker and more efficient way to travel for some journeys. 

The Council is supporting a range of initiatives to cut pollution in the centre of the city, and providing more cycle racks will make it easier for residents to use one of the cleanest forms of transport.
