These steps are a quick guide to assist you in transferring ownership of a Hackney Carriage or Private Hire taxi vehicle and you must refer to the terms and conditions in the taxi vehicle license application pack for full details and guidance.

Step 1 - Notification of Sale

Please make sure the person or persons you have bought the vehicle from has notified the Licensing Authority that they have sold the vehicle to you, by email to licensing@oxford.gov.uk. Please ensure if there are more 1 proprietor named on the licence that all proprietors send separate emails confirming the transfer of ownership. 

For Hackney Carriage Vehicles we require hand written letters from all existing and new proprietors which can then be emailed to licensing@oxford.gov.uk

Step 2 - Prepare all the necessary documents

Have all the documents listed below ready. Take a clear scan or photograph of each document (as instructed) on your device, ready to upload when completing your online application.

Private Hire Vehicles: 

  • Certificate of Compliance (CoC) (this may be in the previous owners name)
  • Certificate of Motor Insurance (must only name drivers who hold a valid licence issued by Oxford City Council)
  • V5 Log Book (front page and middle pages) or New Keepers Slip
  • any new proprietors who are not licensed as a HPD or PHD with Oxford City Council must supply photographic proof of identification (e.g. passport or drivers licence)

Hackney Carriage Vehicles: 

  • Certificate of Compliance (CoC) (this may be in the previous owners name)
  • Certificate of Motor Insurance (must only name drivers who hold a valid licence issued by Oxford City Council)
  • V5 Log Book (front page and middle pages) or New Keepers Slip
  • all proprietors must supply photographic proof of identification (e.g. passport or drivers licence)

Step 3 - Submit the application to the Council & make payment

You're ready to submit your online application but you should read step 4 before you start.

Apply to transfer your vehicle

Once you have successfully completed your online application, you will be transferred to the secure payment system. The page may take a moment to load. Please do not close or refresh your browser until the payment page has fully loaded. Once the payment has been received, you will receive an automated email response that we have received your application.

We will then assess your application. If your application is not complete, we will email you back with the advice on what needs to be corrected or what details or documents you have missed. 

If your application is valid, we will move to the next step.

Step 4 - Receiving the Paper Licence

Once the licence is issued, we will email your Paper Licence (counterpart) document.

If you're asked to send additional documents after you've submitted your application, follow the button in Step 3 and enter the unique reference number provided to you.
