Oxford City Council only issues parking tickets in car parks we manage.
You may get a ticket for issues such as non-payment, not paying the right amount or parking outside bays. Our parking enforcement officers don't get bonuses for tickets and don't have targets.
This page explains what our parking tickets look like, how to pay, how to challenge the ticket and what to do if your ticket was not issued by us.
Parking tickets issued by Oxford City Council (OC)
A ticket from the Oxford City Council parking team is called an Excess Charge Notice (ECN). It states ‘Parking Notice’ on the yellow wallet placed on your vehicle and includes:
- the notice number (ours start with ‘OC’)
- details of the infringement (date, time, description, vehicle make and colour)
- the Excess Penalty Charge (the fine or amount you must pay)
How to pay, challenge or view evidence for an 'OC' parking ticket
Our online system is the easiest and quickest to pay, challenge (appeal) and view the evidence.
Enter the vehicle registration and ECN exactly as they appear on the ticket.
The ECN (the notice number on your ticket) starts with the letters ‘OC’ followed by 8 numbers. E.g. OC12345678 or OC01234567 (if there’s a zero, don’t leave this out).

Please note:
- it takes 24 hours to update the penalty system once payment is made online
- if you appeal within the reduction period, the reduction is frozen until a decision is made
- if you've lost your ticket, contact our car park team as soon as possible
- see the back of your ticket for other ways to pay
Parking tickets issued by Oxfordshire County Council (OX)
Oxfordshire County Council is responsible for all on-street parking, bus lanes, bus gates, and residential parking zones in Oxford.
A ticket from an Oxfordshire County Council enforcement officer is called a Penalty Charge Notice (PCN) and the notice number starts with ‘OX’ (e.g. OX12345678).
