Long-term contracts (also called Qualifying Long-Term Agreements or QLTAs) are:
- contracts that we enter into for longer than 12 months
- contracts where any leaseholder or shared owner’s contribution will be more than £100 in any one year
The contracts can cover:
- insurance
- servicing of equipment
These contracts help us provide services to your building.
If you are a leaseholder or shared owner, you pay a share of the cost through your service charges.
We will carry out statutory consultation with leaseholders and shared owners before we enter into a Qualifying Long-Term Agreement. See Consulting leaseholders and shared owners about major work to find out how.
Summary of current Qualifying Long-Term Agreements
1. Repairs framework
The service provided under this agreement is a framework for the delivery of the capital works programme to the common parts of Oxford City Council’s housing stock.
Examples include:
- fencing, railings, gates, walls and car ports
- external decoration, gutters, downpipes, fascias, soffits, bargeboards, balustrades/handrails, external steps, hardstanding, timber decking, external stores, garages, outbuildings, service cupboards, internal communal doors, rotary drying facilities, communal flooring, internal decorations, bin stores and external lighting
- roofing, doors and window installation
We consider it necessary to enter into the agreement to:
- deliver the capital works programme to maintain the entire housing stock
- meet our legal and contractual obligations as a landlord to maintain the stock
- ensure cost efficiency

Contract dates: 2026 to 2030

2. Lifts
The service provided under this agreement is for the servicing and maintenance of lifts. This ensures that the statutory inspections and required remedial work are carried out to Oxford City Council’s passenger lifts. The contract ensures the Council complies with the various statutory regulations in respect of passenger and platform lifts. The contract includes a provision for call outs, monitoring of emergency alarms and repairs.
Service provider: Cotswold Lifts
Contract dates: 2026 to 2029, with the option to extend until 2031

3. Building insurance
The service provided under this agreement is the building insurance. Under the lease we are responsible for the buildings insurance.
Service provider: Zurich
Contract dates: 2025 to 2029

4. Fire safety and maintenance equipment
The service provided under this agreement is the servicing and maintenance of fire safety systems. The service is necessary to ensure that the statutory inspections and required remedial work are carried out to Oxford City Council’s fire safety systems such as; fire extinguishers, sprinklers, fire detectors and emergency lighting. The contract ensures the Council complies with the various statutory regulations in respect of fire systems and fire safety.
Service provider: For the Council to obtain the most cost effective price for the fire equipment, emergency lighting, specialist equipment and servicing to extinguishers, the tender was divided into 4 different lots, and each lot was awarded separately for the service agreement.
- Lot 1 - Fire alarm equipment (Sure Serve Fire & Electrical)
- Lot 2 - Emergency lighting (RGE Services Ltd)
- Lot 3 - Specialist fire equipment (Sure Serve Fire & Electrical)
- Lot 4 - Fire extinguishers (RGE Services Ltd)
