Summary of the Resident Involvement Strategy 2025 to 2027 

This strategy sets out how we plan to work more closely with you - our tenants, leaseholders, and shared owners - to make sure your voice influences the way we run and improve our housing services. 

Why this matters 

After the Grenfell tragedy, the government brought in new laws to make social housing safer, fairer, and more transparent. 

The Social Housing Regulation Act (2023) and the new Consumer Standards (2024) require landlords to involve residents more in decisions. 

Oxford City Council has committed to doing just that. 

What we've learned 

We listened to feedback through surveys, a housing roadshow, and the complaints process. You told us your top priorities are: 

  • building safety 
  • repairs 
  • having a say (involvement) 
  • tackling anti-social behaviour (ASB) 
  • tenancy management 

We’re now acting on what you said. 

What's changing 

We’re introducing a new way of working with residents that’s clear, open, and meaningful.

Here’s what we’ll do: 

Year 1 (2025 to 2026) 

  • launch a new structure for resident involvement 
  • support the council’s housing improvement plans 
  • set up clear and accessible ways for residents to influence services 

Year 2 (2026 to 2027) 

  • review what’s working and what could improve 
  • make engagement and involvement even more meaningful and wide-reaching
