Purpose

To provide a structured forum and process for tenants to review and understand and influence the tenancy strategy and tenancy policy.   

Context

The Council is transforming the work of its housing services in response to new Consumer Standards from the Regulator for Social Housing. These standards require landlords to deliver safe, well-maintained homes and to listen and act on the voices of our tenants’.

The TSPRG forms part of this transformation, helping to ensure that Oxford City Council’s (OCC) approach to delivering its services reflects tenants’ views and priorities.  

Objectives

  • Understanding OCC’s new tenancy strategy and policy
  • Making recommendations for changes to the strategy and policy from a tenants' viewpoint
  • Promoting the work of the group with other tenants and OCC staff

 Outcomes

  • A set of resident-led recommendations for OCC staff to review, consider and provide a response to
  • Evidence of strategy and policy co-creation between tenants and OCC staff
  • More confident and skilled tenants that can review and influence strategy and policy

Membership

  • 6 to 10 tenants with an interest in improving our tenancy strategy and policy
  • Members are encouraged to attend all sessions and contribute, in line with the code of conduct which will be shared with the terms of reference as part of the reading pack and initial invitation offer

Oxford City Council Staff involved in the TSPRG

  • Stephen Cohen: Strategy and Service Development Manager (Acting).
  • Tom Porter: Senior Strategy and Service Development Officer.
  • Wendy Hind: Resident Involvement Officer.

Session Format

  • The TSPRG will be facilitated by a Resident Involvement Officer across 2 online sessions. Our Strategy and Service Development Manager and Senior Strategy and Service Development Officer will provide expert input and be available to respond to queries and questions to support tenants through the process
  • Both sessions will be held online via Microsoft Teams:
    • Session 1: 6pm to 7.30pm Tuesday 30 September  
    • Session 2: 6pm to 7.30pm Tuesday 7 October  
  • TSPRG members will receive reading materials prior to Session 1, with the Resident Involvement Team on hand to offer support and guidance as required
  • If needed and as measure to remove barriers to participation, a release valve session will be offered with the Resident Involvement Officer, aimed at giving TSPRG members an opportunity to share their lived experiences outside of the main TSPRG

Influence and sign-off

  • Meetings will be recorded, minuted with residents’ recommendations logged
  • A written TSPRG summary report presenting the outcomes of the groups’ work will be shared with:
    • the TSPRG group members as a conclusion to the TSPRG’s work
    • Richard Wood: Oxford City Council Housing Needs and Strategy Manager and (owner of the tenancy strategy and policy) for consideration and feedback as Oxford City Council take the new tenancy strategy and policy through to Oxford City Council Cabinet approval
