Purpose 

To provide a structured forum for residents to review and understand the Anti-social Behaviour Policy and Service Standards during the update and review consultation process.

Context 

The Council is transforming the work of its housing services in response to new Consumer Standards from the Regulator for Social Housing. These standards require landlords to deliver safe, well-maintained homes and to listen to tenants’ voices.

The Resident Involvement Anti-Social Behaviour Policy Review Group (ASBPRG) is part of this transformation, helping to ensure that Oxford City Council’s approach to resident involvement reflects residents’ views and priorities. 

Objectives 

  • Understanding Oxford City Council’s new Anti-social Behaviour Policy and the service standards and receiving information on the feedback from online consultation on those changes
  • Making recommendations on the policy and service standards which will be written up as a report to be taken to the scrutiny panel in October
  • Understand the key performance indicators around monitoring and compliance of Anti–social behaviour
  • Promote the work of the group with other residents and Oxford City Council staff

 Outcomes 

  • A set of resident-led effective recommendations for anti-social behaviour team to review, consider and feedback their response to
  • Oxford City Council evidence resident led policy and service standards co-working
  • Evidence Oxford City Council is compliant with the Regulator of Social Housing’s Transparency, Influence and Accountability Consumer Standard

Membership 

  • 8 to 12 residents with an interest in improving service standards and accountability across our anti-social behaviour offer
  • Members are encouraged to attend all sessions and contribute in line with the code of conduct
  • In addition to the Group Conduct statement below, members will be expected to adhere to a full code of conduct shared in the initial meeting invitation and reading pack

Meeting format joint co-leads

  • The task and finish review group will be jointly led by the Community Response Team Manager and the Community Safety Service Manager, facilitated by a resident involvement officer across 3/4 online sessions. There will be a written report as a conclusion from the CRT Manager
  • All sessions will be held online via Microsoft Teams from 6pm to 7.30pm
  • Members will receive reading materials and be offered personal support if there are any triggers for mental health during the meetings. They will receive training to ensure that they can successfully access the group, and understand the information provided to enable them all to contribute effectively.  
  • Meeting 1 - 21 August - 6pm to 7.30pm
  • Meeting 2 - 4 September - 6pm to 7.30pm
  • Meeting 3 - 28 August (if needed)
  • Meeting 4 - Feedback and report design - 11 September - 6pm to 7.30pm

Influence and sign-off 

  • Meetings will be recorded, minuted and recommendation tracker and outcomes logged
  • Task and Finish recommendations will be presented to Richard Adams Community Safety Service Manager
  • Finalized recommendations will be taken by ASB team to Scrutiny Panel

Group conduct

  • Maintain confidentiality on sensitive matters
