Summertown and St. Margaret's Neighbourhood Plan - Referendum 

On 7 March 2019 the Referendum on the Summertown and St. Margaret’s Neighbourhood Plan took place. The question asked of residents within the Summertown and St. Margaret’s Neighbourhood Plan was:

Do you want Oxford City Council to use the neighbourhood plan for Summertown and St. Margaret’s to help it to decide planning applications in the neighbourhood area ?

The result of the Referendum was:

  • Yes: 93%
  • No: 7%

(Turnout: 18%)

There is a legal requirement for the City Council to take a decision on the Referendum within an 8 week period. A report will therefore be taken to City Executive Board on 10 April 2019 and then to Full Council on 29 April 2019, with a recommendation that the Summertown and St. Margaret’s Neighbourhood Plan be ‘made’ and forms part of the Development Plan for Oxford.

An Examiner (Andrew Ashcroft) was appointed to carry out the Examination of the Plan. The Examiner prepared a 'clarification' note, attached below, which raised certain points that he wanted the Forum to clarify before coming to a view on particular policies. The forum has consequently responded to the clarification note, and this document can also be found below. 

Summertown and St. Margaret’s Neighbourhood Forum Re-designation Public Consultation

The Summertown and St. Margaret’s Neighbourhood Area and Forum was approved by Oxford City Council on the 22nd January 2014. The Forum as a ‘qualifying body’ lasts for 5 years and ceased on 22nd January 2019. A public consultation for the re-designation of the Forum and its Area is now subject to an application which will now take place for the statutory 6 week period from 29th January 2019 to 12th March 2019.
