Overview

The “East Oxford Community Sites” project is delivering 26 new affordable homes across two nearby sites around the Cowley Road, ALTO at Collins St, and Princes Street.  

The homes are being delivered directly by Oxford City Council, managed by OX Place, through the Housing Revenue Account (HRA), using Homes England grant funding.  The sites form part of the wider programme of regenerationof community facilities at the East Oxford Community Centre and provide much-needed affordable housing in East Oxford.  

The housing scheme is carefully coordinated to sit alongside the newly reopened East Oxford Community Centre on Princes Street. 

The sites 

The project is split across two separate locations: 

  • Princes Street – delivering 12 social rent homes 
  • ALTO on Collins Street – delivering 14 shared ownership homes

What is being built 

Together, the two sites will provide 26 high-quality affordable homes, all designed to meet local housing needs. 

The homes include 1 and 2 bedroom flats, which will be:

  • 12 Social Rent homes 
  • 14 Shared Ownership homes  

Princes St social housing

Accessible and adaptable homes 

All homes are designed to meet accessible standards, while four ground-floor apartments will be built to wheelchair-user standards.These homes will be fully accessible and suitable for wheelchair users. 

Design and quality 

The homes have been designed to integrate seamlessly with the surrounding residential streets, while delivering modern, high-quality accommodation. 

Key design principles include: 

  • A simple, robust architectural approach 
  • High-quality materials suitable for long-term management 
  • Homes that are tenure-blind in appearance 
  • A layout that works alongside the reopened neighbouring Community Centre

Sustainability 

In support of Oxford City Council’s net zero carbon emissions by 2030 ambition, the East Oxford Community Sites scheme will deliver a significant reduction in carbon emissions. 

Key sustainability features include: 

  • Fabric-first design approach 
  • Air-source heat pumps 
  • Solar photovoltaic (PV) panels 
  • Target of around 70% carbon reduction compared with 2013 Building Regulations 
  • All-electric homes 
  • Expected EPC rating of B or above 

Both sites are being delivered as car-free developments, encouraging walking, cycling and the use of public transport in this well-connected area.
