- Scope
-
Accessibility legislation (on legislation.gov.uk website) states that public sector websites must publish content in an accessible format, unless doing so would impose a disproportionate burden on the organisation. If that is the case, an assessment of the extent to which compliance with the accessibility requirement imposes a disproportionate burden must be carried out.
This is a Disproportionate Burden Assessment two Oxford Local Plan 2040 (withdrawal) documents which are in PDF format:
- Benefits of making accessible
-
The benefits of creating accessible versions of these PDFs would be:
- fully accessible versions for all users to access
- easily searchable and indexable versions
- Burden of making accessible
-
The documents relate to correspondence between the City Council and the Planning Inspectorate in relation to the withdrawal of the 2040 Local Plan.
The documents are made publicly available as part of the Council’s statutory duties, and as they are government agency correspondence and formal statements the expectation is that they are made available in the format as they have been received.
- Other factors
-
Also relevant to this decision are that:
- We are legally required to make the documents available to the public, so the document must be published on the Council’s website
- The key pieces of information about the reasons for the withdrawal and its implications are summarised on the website in accessible plain text format
- Interest in the document is low
- Thus far we have not received requests for accessible versions of the documents
- The documents do meet accessibility requirements for a large number of users, although some groups will find it disproportionately difficult
- We have and will always assist with accessible versions on request
- Assessment
-
The correspondence with the Planning Inspectorate in relation to the withdrawal of the 2040 plan, and the formal statement of withdrawal are required to be made publicly available. As formal correspondence from a central government agency the expectation is that they are made available in the format received. The key information is summarised on our webpages in an accessible format in various locations, and additional work to make the documents accessible would not be necessary.
