Accessibility legislation (on legislation.gov.uk website) states that public sector websites must publish content in an accessible format, unless doing so would impose a disproportionate burden on the organisation. If that is the case, an assessment of the extent to which compliance with the accessibility requirement imposes a disproportionate burden must be carried out.
This is a Disproportionate Burden Assessment for the following Local Insight Profile documents which are in PDF format.

The benefits of creating accessible versions of these documents would be:
- fully accessible versions for all users to access
- easily searchable and indexable versions

We publish the most recent data on Oxford’s wards and local districts to ensure it is available to the public and have therefore chosen to make these reports available in PDF format.
However, each report is lengthy and complex, containing a high volume of charts, tables and maps.
With 30 reports at approximately 52 pages each, we estimate that making the PDFs fully accessible would require around 780 hours of work (based on an average of 30 minutes per page).

- Due to the nature of this content, there was a need to publish these documents quickly, so we took the decision to publish the PDFs
- The reports are from a third-party source or organization (OCSI)
- Should any data from the reports be requested in an accessible format, we will be happy to assist

This would place an undue burden on the Business Intelligence Unit, which would be responsible for completing this work.
