Scope

Accessibility legislation states that public sector websites must publish content in an accessible format, unless doing so would impose a disproportionate burden on the organization. If that is the case, an assessment of the extent to which compliance with the accessibility requirement imposes a disproportionate burden must be carried out.

This is a Disproportionate Burden Assessment for the City of Oxford Off-street Parking Places Orders 2025 documents which are in PDF format.

Given the length of the documents and the large tables within them, we estimate that it would take about 2 working days to make these documents fully accessible and this would place an undue burden on the team who would be tasked with doing the work.

Other factors

Also relevant to this decision are that:

  • We are legally required to make the documents available to the public, so the documents must be published on the Council’s website
  • We expect the interest in the documents will be low
  • The documents do meet accessibility requirements for a large number of users, although some groups will find them disproportionately difficult
  • We have and will always assist with accessible versions on request
Assessment

Historically, Traffic Order variations have been made available for viewing at the Town Hall in hard copy format only. This will still be the case, in addition to the documents being available on the Council’s website. Variations to traffic orders typically take place once a year at the time of proposed tariff changes, therefore the need to make the documents accessible via the website provides greater access to a broader range of the Council’s customers.

The City car parks attract use from a large number of customers, of which there will be many that are not resident within the City. It is therefore essential to provide full access to interested parties, whom may not otherwise be able to journey into the City to view the documents at the Town Hall in person.

We must legally make the document accessible to view for a period of 21 days. The Council will fulfil this requirement by making the documents available to view in hard copy format at the Town Hall, and widely by allowing access via the website.

We estimate that it would take about 2 working days to make these documents fully accessible and this would place an undue burden on the team who would be tasked with doing the work.

Should a request come in to us for a different format we will consider the request and fulfil this if we can.
