Accessibility legislation (on legislation.gov.uk website) states that public sector websites must publish content in an accessible format, unless doing so would impose a disproportionate burden on the organisation. If that is the case, an assessment of the extent to which compliance with the accessibility requirement imposes a disproportionate burden must be carried out.
This is a Disproportionate Burden Assessment for the 4 Rent Guarantee Scheme documents which are in PDF format.

The benefits of creating an HTML version of this PDF would be:

- an easily searchable and indexable version

The documents are intended to provide guidance only for Oxford City Council’s current and prospective Private Rented Sector landlords and tenants.
The documents are example formal documents and include sample agreements for private rental properties, a sample bond certificate and a sample document checklist.
The documents are not intended for download and use by landlords and tenants outside the City Council’s scheme. Therefore, it is important that the documents retain the ‘sample’ watermark to denote this restricted use.
When a landlord or tenant is accepted onto the City Council’s scheme, we will work with the parties involved and provide the documents in an accessible format if required.

- The documents do meet accessibility requirements for a large number of users, although some groups will find it disproportionately difficult
- Assessment

Due to these documents being provided for information purposes for current and prospective scheme landlords and tenants, it is important that the documents retain the ‘sample’ watermark, which would not be possible within a more accessible HTML version published as a web page for example.
However, should there be a request from current or prospective scheme landlords or tenants for information contained within the document in an accessible format, we will be able to provide this.
