"Over the past week we have experienced a number of thefts of toilet rolls from the city’s public loos which are now threatening our ability to keep them open.
"We are facing unprecedented pressures and shortages, and ODS is working to ensure core services are maintained for the benefit of the public.
"Many people across Oxford are doing some really positive things to help their fellow citizens in these difficult times, and we are calling on everyone to be community-spirited and help us to keep our core services running for the benefit of all."
