Proposed Submission Draft (Regulation 19) Consultation

The City Council carried out a Proposed Submission Draft (Regulation 19) Consultation on the Oxford Local Plan 2040, inviting views on whether the Plan meets the tests of soundness set out in paragraph 35 of the National Planning Policy Framework (NPPF).  We also carried out a consultation on the CIL Charging Schedule Review- more information on our CIL pages.  The consultations were open for 8 weeks between Friday 10 November 2023 and Friday 5 January 2024.  A summary of the responses and officer responses are contained in the Regulation 19 Consultation Report.

Preferred Options

The City Council created Preferred Options documents that contained a series of proposed policy options informed by the feedback from the Issues stage. A six-week consultation exercise was carried out on the Preferred Options between Monday 3 October 2022 and Monday 14 November 2022. We have prepared a summary report of the consultation and it is available to review below.

A supplementary six-week consultation specifically on Housing Need was carried out between Monday 13 February 2023 and Monday 27 March 2023.  A summary report of the consultation is available to review via the link below.

Issues Stage

In 2021, Oxford City Council identified several specific issues in an Issues Paper (PDF 1.94MB) that we believed the Local Plan could address while setting out a proposed vision and set of objectives for the Plan itself.
