Financial support for licensing ultra-low emission Hackney Carriages

Oxford has now licenced its first Ultra Low Emission Vehicle (ULEV) as a Hackney Carriage for serving the public in Oxford.

To encourage more ULEV taxis in Oxford, we will fund a range of licensing fees for the first 10 licensed owners of these vehicles.

Early adopters

Financial incentives are aimed at supporting early adopters as they will go through the early learning process of the everyday duties, which with time will become a norm. For example the first adopters will be the first drivers to use the taxi charging points and the first to understand how to efficiently operate these vehicles.

We are looking to these early adopters to allow us to learn more and share their experience with other members of the trade.

As the incentive scheme runs to a fixed date, earlier adopters are able to gain more financial benefit from the scheme; an applicant in 2019 can benefit from the maximum five years of fee support, while an applicant in 2021 will only benefit from a maximum of three years of fee support.

Financial support being offered

The support is limited to the first 10 successful applications for licensing an ULEV taxi as a Hackney Carriage Vehicle.

The number of Hackney Carriage Vehicle licences in Oxford remains capped at 107, as per the Council Policy. So applicants must already hold a valid Hackney Carriage Vehicle licence.

The support will include fees incurred up to and including 31st March 2024

Two sets of fees will be funded;

  • Vehicle licence fees
  • Certificate of Compliance test fees

In the first year, the licencing fees funded will be:

  • Renewal of Hackney Carriage Vehicle licence fee
  • Change of vehicle fee (ULEV vehicle only)
  • Internal plate fee
  • Certificate of Compliance testing fee

In following years, the licensing fees funded will be:

  • Renewal of Hackney Carriage Vehicle licence fee
  • Internal plate fee
  • Certificate of Compliance testing fee (up to a maximum of 7 testing fees in total, including the first year fee)

Any additional licensing or compliance testing fees incurred will not be covered and must be met by the licence holder.

Eligibility for financial support

To be eligible;

  • Applicants must already hold a valid Hackney Carriage Vehicle Licence
  • Applicants must be one of the first 10 successfully licensed under this scheme
  • Vehicles being licenced must meet the government’s 2018 definition of a ULEV Hackney Carriage:

“These vehicles are purpose-built taxis and have CO2 emissions of less than 50g/km and can travel at least 112km (70 miles) without any emissions at all.”

  • Applicants sign an agreement with the council which will commit them to sharing their learning and experience
