The Water Board have just turned up and are opening up the road, they started at 6.00am. Surely they can't do this?

If the work is an emergency, such as a burst water main or gas leak the Public Utilities can come and carry out repairs at any time. However, normal, programmed work can be restricted so as not to cause sleep disturbance.
