Can you do anything about noise from cars and lorries on the highway?

We do not have any powers to deal with noise from traffic on the highway. However we do have powers to deal with some noise from individual vehicles, such as intruder alarms and refrigeration plant on lorries. The Police using Road Traffic law deal with other noise issues such as sounding car horns at certain times.
