Tower Blocks Refurbishment

 

Oxford City Council is starting a programme to refurbish its five tower blocks.

Please note: works are not due to start until 2015.

The tower blocks included in the programme are:

  • Evenlode Tower
  • Foresters Tower
  • Hockmore Tower
  • Plowman Tower
  • Windrush Tower

By completing this work we will:

  • Successfully deliver works to the communal structure of the five tower blocks, together with additional insulation, replacement of windows, replacement heating, communal electrics and lift refurbishment.
  • Reduce heat loss and provide more improvements to achieve energy savings.
  • Make enhancements to the physical appearance of the blocks.
  • Reduce fire risk.
  • Increase quality of life for residents.

 

Communications

We will be keeping you updated throughout this project with regular newsletters.

We will offer a variety of other methods of keeping residents up to date, such as post, email or text.

We have sent letters to all affected by this project. If you have not received a letter, please contact us.

 

 

 

Exhibition and consultation dates:

 

Exhibitions will be taking place across the five tower block locations to showcase the extent of Oxford City Council's tower block refurbishment project, final designs and colour choice.

Having taken on board comments from residents, a further consultation will be taking place in Blackbird Leys Community Centre for residents of Windrush and Evenlode towers to choose a preferred option from a choice of three new colour palettes.

Results from first round of Tower Block consultation

Following the recent public consultations, Oxford City Council has released the preferred design concepts for the external appearance of the five tower blocks.

The results of the opinions for each block were based upon the following percentages of residents who expressed their view:

  • Evenlode Tower (60 flats) - results from 32% of residents
  • Foresters Tower (85 flats) - results from 33% of residents
  • Hockmore Tower (58 flats) - results from 38% of residents
  • Plowman Tower (85 flats) - results from 18% of residents
  • Windrush Tower (60 flats) - results from 33% of residents

Further external design reviews and local resident consultation events will take place next spring at the detailed design stage which will include any colour choice of cladding and render and the improvements to the heating systems.

Oxford City Council, as owner and managing agent of the blocks, is working in partnership with EC Harris property consultants, to design the improvement works which will enhance the living environment for over 700 residents.

 

Surveys

To enable us to shape the design, we are carrying out a number of surveys including: building, structural, land and services survey.

Most will cause little or no disruption to you or your home and will be undertaken at different stages in the coming months.

It will be essential that you allow the contractor into your home. To ensure your safety, they will be carrying ID at all times. The survey is likely to take no more than one hour.

Once in your home:
 

  • Any disruption will be minimal, and you will only be asked to leave the room if samples are being taken from your walls.
  • An adult must be present whilst the survey is carried out.
  • Any children must be closely supervised; the surveyor will have ladders and sharp tools with them.
  • Where needed, your walls will be made good again and match the original as close as reasonably possible.

If you are not at home when the contractor visits, they will leave a card with their contact details on. Please call them back and arrange an appointment for them to return to your home.

Area for works:

The majority of the works within this project will be undertaken externally, within communal areas and properties currently containing night storage heaters.

 

Please note: Kitchen and bathroom upgrades will continue to be undertaken as part of the separate Decent Homes Programme.

 

 

Vulnerability

We are aware that some residents may be vulnerable and may require additional assistance.

We have sent a letter to those affected by this project. If you have not received a letter, please contact us.

We appreciate that personal circumstances may change, so please let us know if that is the case.

 

 

Block Representatives

We want to involve you as residents in this project as much as possible and we are asking you to put your name forward to become a Block Representative. As a block representative, you can help agree the types of improvements that will benefit the residents of your block.

This is a great opportunity for you to:

  • Be involved at a higher level of decision making.
  • Learn new skills that could be transferable into work.
  • Gain satisfaction that you have helped neighbours.
  • Feel empowered to make decisions and influence outcomes.
  • Get a better understanding of how the services in Oxford City Council work.
