Westgate re-development process continues
Released on 22 May 2007
Earlier this year planning permission was granted for the partial redevelopment and extension of the Westgate Shopping centre.
As part of the redevelopment process, a Compulsory Purchase Order has now been signed.
The CPO means that, if approved, Oxford City Council will have the power to acquire the land and rights required for re-developing the area.
The CPO, which will only be used as a final resort where negotiations cannot be agreed, has been advertised in the local press. Site notices are being displayed and people whose property is affected by the development have received a formal notice and supporting information.
It is common procedure to have a CPO in place to demonstrate wholehearted support for regeneration projects.
The Oxford City Council (Redevelopment and Extension of Westgate Shopping Centre) Compulsory Purchase Order 2007 will be available with its supporting documents and plans at Ramsay House reception for people to look at.
The tenants of Abbey Place flats have also been asked to complete a form and most have been in discussions with our housing officers to ensure that, should a final decision be made to dispose of Abbey Place, their specific requirements can be accommodated and that any proposed replacement housing be adapted to meet their individual needs.
Any objections to the CPO should be sent to the Government Office in Guildford and there is a 21 day period for objections to be made. If objections are received the Secretary of State will arrange a public inquiry.
The order has been made in accordance with the Executive Board's decision of November 2006 and it is necessary to make it in advance of the Council's decision on whether or not to enter into the development agreement in order to meet the projected timescales.
The CPO process is separate from the proposed development agreement, including the possible disposal of Abbey Place.
