Industrial Pollution Control

The Local Authority controls emissions from certain industrial and commercial processes.  An installation may need either a "Part A2" Permit (for emissions to air, land and water) or a "Part B" Permit (for emissions to air only).

Council Officers regularly inspect these installations, to ensure that operators are complying with permit conditions as needed to continue operation.

You can find details of those permits on this copy of the Public Register, which the Environmental Protection Team keeps.

The Environment Agency authorises ("Part A1") industrial processes including waste incinerators and other large combustion plant (such as Didcot Power Station).

Operators proposing to change existing industrial processes, or start new ones, should contact the Environmental Protection Team for advice on what permit is required.

Part A2 permits

Part A2 permits set out conditions limiting emissions to air, land and water.  They also cover other matters such as noise and vibration, odour, waste disposal and energy efficiency.

At April 2008, Oxford City Council regulated these Part A2 processes:

  • BMW plant at Cowley (painting of vehicles during manufacture)

Part B permits

Part B permits set out conditions limiting emissions to air. The conditions describe good practice, emissions limits, monitoring, sampling and measurement of emissions.

At April 2008, Oxford City Council regulated these Part B processes:

  • 3 Vehicle resprayers
  • 12 Petrol stations
  • 4 Small waste oil burners
  • 7 Dry cleaners
