3.4 How delegation works

(a) Delegation by full council and the board

Full council and the board can take back responsibilities they have delegated to committees or officers or decide to delegate them on certain conditions.

Full council and the board can also decide to delegate further: responsibilities that the board has not already delegated can be delegated to a committee of the board or an area committee or officers; responsibilities that full council has not already delegated can be delegated to an area committee or a committee of full council or to officers.

(b) Delegation by area committees

Area committees can authorise a subcommittee or officers to carry out their delegated responsibilities on their behalf.

(c) Officers' use of delegated powers

Officers do not have to use their delegated powers: they can hand responsibilities back to the body that delegated them.

Officers who have had something delegated to them can authorise officers they line manage to do it on their behalf (unless it was delegated on condition that they do it themselves).
