
On 16 June 2011 we approved the implementation of Dog Control Orders in the City of Oxford.
These orders came into effect on 1 November 2011.
The orders that have come into effect in Oxford are as follows:
The Dog Fouling of Land (Oxford) Order 2011
It will be an offence under this order if any person in control of a dog fails to remove its faeces from land forthwith.
This order will apply to all land within the administrative boundary of Oxford City Council.
Nothing in this order applies to a person who-
(a) is registered as a blind person in a register compiled under section 29 of the National Assistance Act 1948; or
(b) has a disability which affects his mobility, manual dexterity, physical coordination or ability to lift, carry or otherwise move everyday objects, in respect of a dog trained by a prescribed charity and upon which he relies for assistance.
Authorised officers will be able to issue an £80 fixed penalty notice for failing to comply with this order. Alternatively, the maximum penalty on summary conviction in a magistrates' court will be £1000.
The Dogs on Leads by Direction (Oxford) Order 2011
This order will give authorised officers the power to request a dog to be put and kept on a lead if such restraint is reasonably necessary to prevent a nuisance or behaviour by the dog likely to cause annoyance or disturbance to any other person or the worrying or disturbance of any animal or bird.
This order will apply to all land within the administrative boundary of Oxford City Council.
Authorised officers will be able to issue an £80 fixed penalty notice for failing to comply with this order. Alternatively, the maximum penalty on summary conviction in a magistrates' court will be £1000.
The Specified Maximum Number of Dogs (Order) 2011
This order will limit the number of dogs any person can be in control of in a public place to 4 unless he/she has reasonable excuse to do so or he/she has permission from the owner of the land to do so.
This order will apply to all land within the administrative boundary of Oxford City Council.
Authorised officers will be able to issue an £80 fixed penalty notice for failing to comply with this order. Alternatively, the maximum penalty on summary conviction in a magistrates' court will be £1000.
The Dogs Exclusion (Oxford) Order 2011
This order will prevent people in control of dogs from taking a dog onto, allowing a dog to enter or allowing a dog to remain on land to which this order applies.
This order will apply to all land within the administrative area of Oxford City Council comprising any fenced (and/or hedged and/or walled) children's play area signed at its entrance(s) as a 'dog exclusion area' (whether the sign uses those particular words or words and/or symbols having like effect).
Initially the children's play areas within the City that are clearly marked with a border fence of hedge will be designated as a dog exclusion zone. Further areas may be designated in the future according to the local requirements of the area.
Authorised officers will be able to issue an £80 fixed penalty notice for failing to comply with this order. Alternatively, the maximum penalty on summary conviction in a magistrates' court will be £1000.
The Dogs on Leads (SS Mary and John) Order 2011
This order will require dogs to be kept on a lead whilst in SS Mary & John Churchyard on Cowley Road.
Authorised officers will be able to issue an £80 fixed penalty notice for failing to comply with this order. Alternatively, the maximum penalty on summary conviction in a magistrates' court will be £1000.
